Is Kasich dissing teachers in Westerville?

Turn up the volume and listen to John Kasich talk about teachers on this YouTube video:

....We need more school choice.  The fact is....my own hometown....in my own local schools, they're not getting the job done....



Since Kasich lives in Westerville, is he accusing the public school teachers in Westerville of "....not getting the job done...."????  Then Kasich says - "....this guy telling me today 50 -60% of the kids that enter the first grade never complete their education...."  What guy?  Which person gave him this information and where/how did he get that information?  Is it accurate?

Why does Kasich hate public school teachers so much?  He sends his kids to private schools.
